The 2004 Annual Membership Meeting of the Lansbrook Master Association was held at the Lansbrook Golf Club, 4605 Village Center Drive, Palm Harbor, Florida. Called to order at 7:00 PM by President Jack Speckman, who introduced himself, Vice President Steve Althoff, Community Manager Barbara Mathews and Maintenance Superintendent Stu Hazard.
There were 1,488 homes represented through delegate attendance and proxies; quorum established. Affidavit of Notice was presented by Barbara Mathews and made available for review.
Motion was made, seconded and approved to waive the reading of the 2003 Annual Meeting Minutes and accept them as submitted.
Pres. Speckman gave a brief overview of the 2004 year in Lansbrook, including cleanup after the several storms which affected the community and renewal of the management contract with Melrose Management after conducting a formal bid process. He acknowledged the efforts of all board members who had served during the year, including former members Doug Gates, Vicky Benedon, Jack Brunton and Gary Gilchrist. He also recognized the contributions of Stu Hazard and Barbara Mathews on behalf of LMA during 2004.
NEW BUSINESS:
Pres. Speckman explained that recent changes in Florida Statute 720 required that a community association with a budget of LMA’s size have an audit performed, unless that requirement was waived at a properly covened meeting by a majority of the members present. Mr. Speckman further recommended that LMA approve a motion to waive the audit and accept the financial review by an independent CPA which had already been budgeted and anticiipated for FYE 2004.
Motion was made by Al Wagner, second by Roger Johnson, to have a full audit performed. Motion failed to receive a majority vote of those present and was defeated.
Motion by Ken Waters, second by James Garbacz to waive a full audit and have a financial review performed. Motion carried by majority vote.
Election of Directors: Pres. Speckman explained that there were four positions to be filled for the 2005-2006 board and five candidates nominated for those positions. Candidates present were introduced: James Garbacz, Devonshire; Roger Johnson, Presidents Landing; Chris Schimpf, Lynnwood and Bob Lipply, Northfield. Not present, Eric Schulman, Myrtle Point. Proxy ballots and ballots cast by delegates at the meeting were tabulated by Barbara Mathews and two volunteer members. The results of the election were then announced, with the following candidates receiving the largest number of votes: James Garbacz, Chris Schimpf, Bob Lipply and Eric Schulman. It was announced that the organizational meeting of the new board would be held at a future date and time to allow the absent board members to participate.
Members’ questions and input were received for approximately 15 minutes.
Announcements: Steve Althoff recognized the many years of service by Jack Speckman during transition, turnover and as a board member for five years. He thanked Jack on behalf of all the members in Lansbrook.
Barbara Mathews asked that all communities keep LMA updated on names and contact information of the board presidents and LMA delegates.
There being no further business, the meeting was adjourned at 8:05 PM.
