MEETING MINUTES
Board of Directors Meeting
Monday, September 25, 2006

    1. Call to Order

    President Ed VanScoy called the Lansbrook Master Association (LMA) Board of Directors meeting to order at 7:00 PM at the Lansbrook Golf Club. Other directors present: Irv DeToro, Don Hatton, Bob Lipply, Sallie Miera and Eric Schulman. A quorum was established. Also present were Barbara Mathews of Melrose Management Group, Stu Hazard and several Lansbrook Community representatives.

    2. Approval of Previous Meeting Minutes

    Don Hatton motioned to approve the minutes of the May 22, 2006 BOD meeting; Irv DeToro seconded. Motion approved.

    3. Financial Report

    Don Hatton reported. Budget for tree trimming is in good shape. Stu Hazard verified there is more trimming to be done. We are trying to stay on budget; however, there is an overage in the electric due to price increase. The lakefront dock fee is paid yearly to the State but is deducted monthly and will balance out at the end of the year. Budget is $7,000 in the black as of the end of August and should be in the black at the end of the year. Juniper Bay cleared up an old $200 balance and their other outstanding balance is now paid. Irv DeToro moved to approve budget report, Eric Schulman seconded. Motion approved.

    4. Grounds Maintenance Report

    Stu Hazard reported. Graffiti removal was done in July. No need to repaint due to using special cleaners. New ‘drains to lake’ signs were installed. Fertilized fields, sprayed weeds in beds, pest control, numerous repairs performed. Vehicle damage repairs on soccer field, completed work on tree management, power washing in parks, replaced lakefront park gate boards in September. Crew is working with 1 employee short; Stu has placed ad for replacement. Stu reviewed tree inventory & summary report, is familiarizing himself with software, report states over-planting of poor quality trees and gives suggestions for improvement. Stu wants to print maps and give to Arborist for the work needed.

    5. Sunset Parcel Update

    Barbara and owners spoke. The owners are upset that vehicles are parking on their lot. No update on construction plans.

    6. HOA Common Area Maintenance

    Regarding enforcement of HOA common area maintenance, LMA will send letters to management companies and board members giving notice that a letter will be sent to each homeowner notifying them of current violations. One week will be given for response from each HOA and they must have a plan of action and activity within 30 days. Juniper Bay, Highgate, Ellinwood, Robinwood are the existing communities who were given violation notices. These communities will be re-checked and if no improvement has occurred, they will be the first to receive letters with copies of violation report enclosed. If no response from community, LMA will proceed with repairs and bill the HOA. If there are collection issues, will take action from each homeowner.

    7. OLM

    Ed VanScoy met with OLM during a Friday meeting. OLM contract information was examined and determined not to be a fit for LMA. Brochures were given to each board member for their individual community to determine if OLM may be helpful to them. OLM helps with the bidding process and charges HOA’s a fee to oversee the contractors’ work and give the contractors a list of deficiencies.

    8. OLM

    Concrete pillars for the Commons Park would not be cost effective. Stu submitted a proposal for chain link fencing around areas of the park. If fenced, the maintenance crew would be able to close off areas when needed for maintenance/fertilization/re-seeding, etc. and would prevent vehicles from entering the field and causing damage. The field has to be closed at least once per year for a period of 10 days for re-seeding. Issue was tabled to monitor vandalism and compare costs.

    9. Budget 2007

    Dues will increase $24 per household. $20 of the increase is due to insurance, fuel and electrical costs. Stu re-negotiated the trash collection service to keep dues as low as possible. Don Hatton motioned to approve budget, Eric Schulman seconded. Motion approved.

    10. Annual Meeting

    Lansbrook annual meeting is scheduled for November 13, 2006. At least 4 positions are open. Juniper IV, Quail Lake, Northfield and Lynnwood representatives are in their second term and expiring. Notice will be sent out approx. Oct. 13th.

    11. Vandalism

    The rash of recent vandalism was discussed. Cameras were deemed ineffective. Anyone seeing illegal activity should call Sheriff. Barbara will add this information to the News and View article. Extra Sheriff patrol throughout the Development will be requested. Barbara has already written a letter to the Sheriff’s department asking for additional patrols. She will also get the name of a paint coating that allows spray paint to be washed off of the signs.

    12. Members Questions and Answers

    Why are we adding approx. 45K to the budget for 2007? Due to increases in insurance, electric, fuel costs and we must pay cyclical items and insurance in December. There is a $21,000 increase in insurance.

    Should Lansbrook maintenance employees’ spouses be allowed to drive the golf carts? No. It will be addressed and corrected.

    Robinwood received a notification of deficiencies and responded. They feel the deficiencies have been addressed. LMA will drive through and re-check area.

    13. Adjournment

    On a motion from Don Hatton and seconded by Bob Lipply, the meeting was adjourned at 8:22 PM.

    Next scheduled board meeting is November 13, 2006, which is the annual meeting.
