MEETING MINUTES
Board of Directors Meeting
Monday, July 24, 2006

    1. Call to Order

    President Ed VanScoy called the Lansbrook Master Association (LMA) Board of Directors meeting to order at 7:05 PM at the Lansbrook Golf Club. Other directors present: Bob Lipply, Don Hatton, Irv DeToro and Sallie Miera. A quorum was established. Also present were Barbara Mathews, Melrose Management Group, Stu Hazard and special guest Corporal Stan Schneider from the Pinellas County Sheriff’s Office.

    2. Approval of Previous Meeting Minutes

    Irv DeToro motioned to approve the minutes of the May 22, 2006 BOD meeting; Don Hatton seconded. Motion approved.

    3. Financial Report

    Don Hatton reported. Budget is on track, 2.8% in black. Income is .8% under budget, expenses 3% under budget. Electric is excessive and per Stu shared irrigation should even out electric expenses by end of the year. Revenue is collected by sending statements to all villages around the 20th of the month. Juniper Bay is approx. 30-60 days in arrears. Barbara Mathews will check on this. Irv DeToro moved to approve budget report, Ed VanScoy seconded. Motion approved.

    4. Grounds Maintenance Report

    Stu Hazard reported. Sod work, Bermuda grass work, extra spraying and fertilization on new plantings from County Grant all were performed the past two months. New tables installed at Lake Front Park. Vandalism has risen since school is out but it is not significant. Sinks now have metering faucets to control water. New ‘drains to lake’ signs were installed. (Ed thanked Bill Showalter for acquiring storm drain signs and installing them.) Homeowners stop in and take up Stu’s and other employees’ time. Should add to next News and Views article to ask all HOA’s to make an appointment if they need Stu. If homeowners have questions, they should call Melrose Management.

    5. Sunset Parcel Update

    No update to report.

    6. HOA Common Area Maintenance

    90% looks good. The past six quarters numerous communities have disregarded LMA’s requests for improvement. Juniper Bay I, II, III, and some problems with IV, Highgate, Carlyle signage and monuments, Ellinwood. LMA has ultimate remedy to fix problems and bill associations. Irv DeToro moved to write letter to Juniper Bay informing them of 90 days to correct the problems on their berm or LMA will correct the problem and will pursue available remedies by seeking attorney’s advice. Ed VanScoy seconded.

    7. Proposed 5 Year Plan

    Irv DeToro created a good start to a five year plan. Irv DeToro, Ed VanScoy, Bob Lipply and Stu Hazard will be committee members to work on this item. There will be no due date on the plan, committee will just work on this, put together proposed changes, present them to the board.

    8. New Business

    Corporal Stan Schneider came to ‘clear the air’ about how complaints of park problems (trespass) are handled. Board has right to issue a trespass warning. Board member asks trespasser to leave, if they refuse, Sheriff can arrest trespasser. If they are not allowed to return, the Sheriff can issue a trespass warning. If they then come back, Sheriff can arrest them. The board can also make certain homeowners designee and that designee can ask Sheriff to issue a trespass warning. If a crime is taking place, Sheriff should be called to come out and investigate crime

    Loud music in park falls under the Loud Ruckus Statute and is an ordinance violation. Anyone can call on this issue.

    Sheriff house watch – information is entered into computer and patrol will check house periodically during homeowner’s vacation time

    Corporal Schneider explained the area is broken down into sectors. 1 extra car has been added to the East Lake area to assist. The community policing is short since Deputy Vickers is out ill.

    9. Budget Prep

    Ed VanScoy, Barbara Mathews and Stu Hazard will work on the 2007 budget frame-work, then Don Hatton will assist and then board reviews. Insurance and electricity may be a concern. Budget will be approved at September meeting.

    10. Annual Meeting

    Lansbrook annual meeting is scheduled for November 13, 2006. 4 positions open. Notice will be sent to all members 30 days prior to meeting.

    11. Members Questions and Answers

    Is there a chance of placing benches in front of retention ponds on Lake Front drive? Stu may check pricing for such items and possibly check in to County Grant money for that item.

    Uneven sidewalks: Barbara will send letter for County to shave sidewalks in front of Carlyle.

    How do we deal with non-residents using our facilities? We have no data of problems with this issue. We do not want to police each person on the soccer field. Some board members will check at different times for problems.

    12. Adjournment

    On a motion from Don Hatton and seconded by Irv DeToro, the meeting was adjourned at 8:40 PM.
