1. Call to Order
President Ed VanScoy called the Lansbrook Master Association (LMA) Board of Directors meeting to order at
7:15 PM at the Lansbrook Golf Club. Other directors present: Bob Lipply, Don Hatton, Irv DeToro
and Sallie Miera. A quorum was established. Also present were Barbara Mathews, Melrose Management Group, and Stu Hazard.
2. Approval of Previous Meeting Minutes
The minutes of the March 20, 2006 BOD meeting were amended to state cash in reserves as
$256,000. Irv DeToro motioned to approve as amended, Don Hatton seconded. Motion approved.
3. Financial Report
Don Hatton reported. Budget is on track. Shared irrigation income is approx. $9,000 below
anticipated but will increase during the year. Tree trimming is over budget for the
month but for the year it is alright. Park supplies are over budget but should catch up in the
fall. Irv DeToro motioned to approve the financial report, Ed VanScoy seconded. Motion approved.
4. Grounds Maintenance Report
Stu Hazard reported. In addition to regular maintenance expenses, candalism occurred
at Lakefonr Park Boardwalk, bathrooms, lights, and hose bibs. Additional expenses: a 30 X 50
net at Commons Park, a sand filter at the pump station, poer washing at Lakefront Park,
numerous dead trees were removed, low branches along paths were addressed, and & mole
cricket control in parks, extensive lighting project at Northfield. Recent lighting repairs were
done at Falbrook. Although there has been some vandalism since lights were changed
years ago at Lakefront Park, there are still concerns about valdalism and trespass. Due to frought,
the lake irrigation pump is down from pumping 750 gal/min to 250 gal/min therefore the sprinklers must run longer.
5. Sunset Parcel Update
Barbara Matthews reported on the Sunset Parcel. There has been no communication. The ACC
Committee members which were appointed by the Board are Steve Althoff, Bill Pizor, and
Bill Sweetnam. They will review proposed house/landscape plans once received.
6. HOA Common Area Maintenance
The Board invited a President and an ACC Chainnan from each village to attend a special communications meeting just prior to this board meeting. Items discussed included:
Benn landscaping; each community should review their plans with Stu before proceeding. Stu is making a list of acceptable plantings for these areas. Board may make a plan on which plants are acceptable and which are not desirable.
HOA's Approvals; Some HOA's have made incorrect approvals regarding fences along the benn landscape easements. All present were informed of some expenses which may occur due to such incorrect approvals.
Bus Stop Turf Damage; There was discussion of numerous communities incurring turf damage at the School Bus Stops. If anyone has any suggestions of remedies, please advise.
Verizon Fiber Optic Cable Installation; Verizon has notified Stu that they will be installing this cable throughout the communities. If there is any damage to individual lawns, Verizon should be contacted directly.
Broken sprinkler heads; Lansbrook maintenance has someone in charge of repairing broken sprinkler heads; however, anyone who personally sees broken sprinklers should contact Melrose Management to report.
Black sidewalks; Call the County if common area sidewalks are slippery. LMA will investigate cleaning sidewalks throughout Lansbrook. This will be discussed as a line item for next year's budget.
Rust; Suggestions to prevent/correct rust from wells was discussed. Using muriatic acid helps but be careful on pavers.
7. Commons Park
A homeowner asked what can be done to enforce the rules at the Commons Park. They had called the Sheriff about trespassers and was infonned they did not have the authority to give a trespass warning without a board member there to authorize it. Barbara Mathews will contact the Sheriff's dept. to verify with them about enforcement of the park rules.
8. New Business
County Grant update: Stu Hazard reported plant bed areas ready to go. Along Lakefront Drive dirt is being delivered this week and plants expected next week.
Signs at Lakefront Park: Irv will look over existing sign, make suggestions for wording and e-mail to board for input.
Hose bibs at parks: Stu will investigate providing a pet water station w/fountain. A recent party used
approx. 2000 gallons of water. Possible charge to this party was discussed.
Landscape Maintenance Contract: Stu not happy with the performance of the current landscapers. Stu
would like to get back up bids. Barbara will invite OLM to next meeting.
Concrete Pillars for Commons Park Fields: to prevent cars from driving onto soccer fields; damage has
occurred approx 8 times in 7 years. Stu will obtain additional data on material and pricing. He feels
approx. 30 may be needed for this project. Stu will also investigate feasibility of cameras for around
the park area.
9. Adjournment
On a motion from Don Hatton and seconded by Ed VanScoy, the meeting was adjourned at 8:26PM.
